While the communique does not offer sufficient detail to ascertain whether meaningful policy changes will be forthcoming, it is positive that China’s leadership has again acknowledged many of the headwinds facing the country’s economy and signaled its intent to deepen reforms to create a fairer and more dynamic market environment. It is notable that the Communique is largely a reiteration of points that have been outlined by the Chinese Government over recent years, underscoring the fact that there appears to be no deviation from its immediate priority, which is to balance its economic recovery against national security concerns, while maintaining social stability. The European Chamber will be closely monitoring any follow up action taken.

公报指出中国经济面临挑战，并明确深化改革，创造更公平和更具活力的市场环境，此举释放了积极信号，但并未就实质政策调整提供足够信息。公报主要重申了近几年来中国政府已提出的工作重点，强调政府工作重心并未偏移，即统筹经济发展和国家安全，维护社会稳定。中国欧盟商会将持续关注后续具体措施。
